Executive View
Project Leadership and Project Controls should sit within one delivery system but remain distinct. Leadership sets direction, governance, priorities and intervention; controls provide the integrated evidence on schedule, cost, risk, change and forecast.
Leadership Role
Clarify objectives, decision rights, governance, delivery model, stakeholder alignment, priorities, escalation and recovery. Leadership converts information into decisions and coordinated action.
Controls Role
Maintain the integrated schedule, cost baseline/forecast, risk and opportunity, change control, progress measurement, KPIs/EVM where appropriate, interfaces, PMIS and executive reporting.
The Closed Loop
Mobilise → Plan → Lead → Control → Intervene → Assure → Close & Transition. Controls identify variance and forecast; leadership decides and acts; assurance verifies that corrective action is effective.
Failure Modes
Leadership without controls becomes subjective. Controls without leadership can create detailed reports without timely decisions. Separate systems for schedule, cost and risk create conflicting versions of truth.
